got it. so long ago i only had two ballons left and the stupid guide only showed one of them. so I needed to search around and waste 5 hours of my day but I got it! is this even goin to be updated?

3 weeks ago. Pretty standard time for me to complete a GTA. Although this one felt a little shorter. I got all the side shit out of the way ahead of time which is what sped up the process for me since I had earned all the perks from the get go.
Finished just in time to get ready for GTA4 though! Oh yeah!!

You don't need to do everything in the game to get 100%. I still did everything, but as long as you have done nearly everything the game still classes it as 100%. I didn't have all the empires when I got 100%, but because the game rounded up the percentage it counted as 100%. I still went and got the last remaining empires, though.
