You have to have a connection to the internet when you first start it for the gameguard patch. Once thats over, you can disconnect.
You need the internet everytime you connect so that gameguard can check its files to tell itself that the files haven't been tampered with. It's not as easy as "let it update at first, then you never need the internet again" as people are trying to lead everyone to believe. This is the simplest thing I have been able to come close to, but if I find something better, I will put it here, too.

Is there any way to emulate the GameGuard server? I've heard many ways for maple story, GunZ, gunbound, etc. but no-one else says how to do so with PSU:Illuminus. Can anyone tell me the server directory/file arrangement? I do not have a connection at home, so I cannot play online, but even for offline/story mode, it asks me to connect every time I start the game. If there is no way to emulate the server, is there any other way?

Edit:
There is a way! It does need an initial connection to the internet.
1) First of all you need a Web Server (a server from your computer). I highly suggest Abyss Web Server X1. Its free and it works (even when its not running...)
2) In the "C:\Program Files\Abyss Web Server\htdocs" directory, you need to create the following folders, in this order:
GameGuard
SEGA
SEGAPSU
3) Now, the following files need to be downloaded, and placed in this folder:
gamemon.npz
ggscan.npz
npgg9x.npz
npggNT.npz
npgmup.npz
nppt9x.npz
npptNT2.npz
npsc.npz
NPSCAN.npz
SEGAPSU.npz
splash.npz
update.cfg
(These can be downloaded by going to this address: *ttp://update.nprotect.net/GameGuard/SEGA/SEGAPSU/(filename))
Next, the loopback adapter needs to be installed, and the server configured.
quote
a)Go to "Control Panel"
b)Select "Add Hardware"
c)Click next
d)Wait
e)Select "Yes, I have already connected the hardware" then next
f)Go to the bottom of the list, and select "Add a new hardware device"
g)Select "Search for and install the hardware automatically" click next
h)Click Next
i)Double click "Network Adapters"
j)Select "Microsoft", then "Microsoft Loopback Adapter", click Next
k)Go back to "Control Panel"
l)Go to "Network Connections"
m)Right click "Local Connection 2" or without the 2 if it is your first network adapter.
n)Select "Properties" from the list
o)Scroll to the bottom of the list and select "Internet Protocol(TCP/IP) then click "Properties"
p)Select "Use the following IP address"
q)For IP address insert "124.78.4.91" and for the Subnet Mask, insert "255.255.255.0"
r)Click OK, then click OK
s)Open C:\WINDOWS\system32\drivers\etc
t)Open hosts with notepad
u)Insert the three different lines:
127.0.0.1:8000 update.nprotect.net
127.0.0.1 124.78.4.91: DNS (no space)
127.0.0.1 update.nprotect.net
put a tab between the address and the following addresses, save the hosts file and exit
v)right click on hosts, "Properties", then "Read-Only", click OK and exit. Open the Abyss Web Server
w)In the console, Click on Hosts, then move mouse over "Default..." and configure. Enter username and password and enter the console.
x)on HTTP port, select 8000, OK, then restart server.
Start PSU and enjoy offline without the internet connection.

P.S.: I hope this was useful.
