I know this is dead and all, but still. I think you can only get three.
You get one from Otacon while you're detained. And it says "1/3" so I'm assuming you can get two more.

i don't think theres any ration on that level.if they do then try going into the armory,or in the nuclear warhead storage building where u find the nikita.
