The trick is to use the radar. It may seem to be screwed but in fact all dots are blimps. The hard thing is to guess the altitude. I also have problems the first time I played it. But once you've solved it, it'll seem very easy.

You just have to check the radar and go very slowly so you can watch the balloons... most of them are in a very low altitude, you can also use the right analog stick to watch around you and with patience you can destroy enough to pass the mission.

You can say that again. I only get 5 blimps then I'm done

Fly slow, almost stalling and look up and down while looking at the radar all the time. You should be fine.

I have had pretty good luck in flying low and looking up for the blimps.
If I get too high, can't see much.
A few of them are right on the deck.
Also, when you spot one, it sometimes helps to look for another, while you are viewing/attacking that one.
Sometimes they seem to be grouped that way.
I can't seem to find a hard and fast rule for getting the blimps.
Sometimes, they show up in close proximaty, and other times they seem separated..............GOOD SHOOTIN'

If you fly straight north from the beginning of the mission, while scanning left, right, up and down, you can get about 1100 points before you have to change directions to search for more balloons.
Stay within a few degrees of north, and you should clean up!

Try to look closely at the red blocks that are shown in the pre-mission screen.
It will give you some idea of where the balloons are grouped.
This is a rough one, and any thing that helps is good.

Well........after playing this game for over a year, it never ceases to surprise me....especially trying to locate the balloons
I was trying to get an "S" in the "Ace" mode for all the missions, and the fog mission was holding me up. I just couldn't get enough of those darn balloons to get an "S" score.
I did a number of "Free Flights", and discovered that one of the ways to locate where enough of those dudes are, to get me an "S", was to follow the rivers in general.
There are a number of ways to get those things, and have tried a few, but this one seems to work for me.
At the beginning of the mission, following the river North could get me about 10. After I reached the Northern most section where the green stops, I turned 180 degrees and went back South and doggone if I didn't pick up a few more, that I must have missed on the way North.
But there is another river that runs North/South that is just East of the river that begins the mission, and if you can find that one, and follow it's general path, it also has a bunch located there.
By running North and South on just these two rivers, I picked up enough to get the big "S" that I was looking for.

:P:P Grrrr.......get those darn thingees.
Hope this helps!!!
