is there like a time limit or something for the level or can you just roll around all you want?

They all have time limits. You can, however, achieve certain goals to get some levels "endless mode". This usually involves getting a really really big katamari in those levels.

I believe it is called eternal mode.
It allows you to play with infinite time.
