Soul silver and Heart Gold are the remakes of Silver and Gold. It's coming out in Japan in september and Most likely around march for the U.S. A few new features are the poke Walker. It alows you to chose a pokemon you wish to follow you like in yellow.

Were we able to get Mew in Fire Red and Leaf Green? Were we able to get Jirachi in RSE or Shaymin on DP? Of course not. Nintendo hates us and loves to thwart our Pokedex completions.

You either cheated, got it from a friend who cheated, exploited a glitch (as I'm doing), or were miraculously lucky enough to attend a Nintendo event. There's absolutely no way in-game to get Celebi through traditional means.
