You need to get a sapphire chao from one of the GBA games. Once you do raise the chao to be a chaos nuetral chao.

In real time it takes about three or four days to make a Chaos Chao, that would be if you left your game on all day for the Chao to age. And yes, you could use a shiny blue Chao but I use shiny sky blue Chao.

ok... here is the best results for a chaos 0 chao...
1. get a shiny sky blue chao
2. reincarnate it twice
3. give it 1 of each animal
4. give it a chao fruit
5. wait for the evolution then... BAM there you go... a perfect chaos 0 chao

The way that I think you would get it is get a shiny sky blue chao and breed it with a translucent chao to make it a shiny tranclucent sky blue chao( because lets not forget, chaos IS water). Then let it reincarnate twice and then make it a light chaos chao(give it one of every animal as both sides [no chaos drives)
To me, this is a chaos zero chao.
