Yes, dspite the fact Daxter is part otter he doesn't like the water and he hugs his scranny little stick body and shivers on Jak's shoulder when he swims! What the hay? He's supposed to like the water if her's part otter and where are his webbed feet at?

hes not technically a precursor, he is the same race as them yes, but he has no powers, and as he says so himself "wait, they have pants" and yes he is an otsel, it is proved in Jak II: Renegade, at the temple he says "hey, whats cooking mmmmm, kinda smells like....burnt otsel, ahhhhhhhhh"

I think that the Precursor leader in Jak 3 doesn't really have powers either, it's just the staff; he's just learned to control it properly. I mean, you never do see the other two ottsels (precursors) use any powers.
