Subject: Mods aren't working

Blah. I just got this game yesterday, kind of new to this. Morrowind mods work but Oblivion mods don't.
... It's kind of weird. I downloaded a mod and moved it into multiple files but none come up when I go to Data Files on the screen. Is there something different from Morrowind Mods and Oblivion Mods?The Plugins work, such as Mehrunes Razor, Horse Armor, etc.
Anyone help an Oblivion PC noobie?

make sure you move the files into the data folder and make sure the esp file is in the data file as well.
What mod are you adding to oblivion?
and make sure your not using morrowind mods for oblivion
