i need help with the part of the game when you have to talk to Lilly gates where do i find her because when i call her she say that she is in Sims quarter but you never see her. Can i get some help.

She is generally on the docks while she is in SimQuarter.

Like WasteOfMuch said, Lily Gates can be found hanging around the docks in the Sim Quarter. More specifically, the first dock on the right.
She can also be found in Club Xizzle if you go at the right time.
One other thing to remember when calling Sims: They move around as well, so it is possible that she has changed location in the time it takes you to get to the Sim Quarter to where she said she was.
