I believe that you have to complete a couple of missions in that level. Have you beat any missions in that level?

the green roof keep on pushing a to get it off
the alien suits at holly woods shirts shop click on holywood shirts under shirts in the menu
if you cant get inside a shop reset your game and if that doesnt work save on another file then load it and if that doesnt work you have to re start the hole game sorry.
ok that does it.

in beverly hills its says tap a as fast as u can to pull the green roof off but it wont work! i realy dont get how to do it
