no you pay $0.99 for each character you make which adds on on the the £12.99 a month.

For those also wondering about the cost of playing FFXI in Aussie dollars.
12.99 = $20 AUD a month as well as $1 AUD a month for every character.
Depending on the exchange rate at the time
