Put this as a spoiler just in case someone hasn't compelted the game.
Im on the very last level, when saren become the robot, im having trouble killing this sucker, i get his life half way down, and then i just can't kill him. Im using the strongest weapons and everything. Just wanted some help the best way to finish him off

the best way is to use biotics while fighting him (unless of course you are playing as a soldier/engineer etc)
but the other two soldiers will help a lot, if you have unity then use that whenever they both die.
saren then flies around and latches onto a wall usually shooting at them first, this gives you a chance to shoot him and inflict damage. btw change your ammo on your assault rifle so its on tungsten rounds and make sure you have frictionless materials, and also uograde your assault rifle with an accuracy improvement.

I use Carnage on him when I get his shields down. It works pretty well.

I use the assault rifle, and have the upgrade that penetrate shield up to 45%. Proton bullet or something like that. Also my Assault rifle does over 300 damage. Just continually dodge and shoot. Its real easy, just dont get hit by his rockets

Lift and explosive rounds with the shotty>all.
Spamming sabotage and overload when the cds are up help aswell.

Really, he's not that difficult though. He never really gets in close to you, so his attacks aren't much of a threat. When he's on the walls, all he does is shoot little beams of light that are easy to avoid.
Just stay back, throw some Lift attacks at him (if you have them), and pummel away with rifle/pistol shots.

I just blasted hardcore with my assult rifle and with the synthetic bullets on.
I had ashley with a assault riffle and I had the krogan dude with the shotty.

The engineer stuff and biotics from Liara keeps him at bay. She lifts him while you pick him off. I love Liara.
