So I'm replaying the campaign and I'm stuck in croatia. I can't even believe I'm stuck in Croatia, I beat it so easily before.
I tried various strategies, even rushing the enemy base(s), but none worked. Holding out until the reinforcements come is not a problem, but I can't seem to have ANYTHING to spare to actually rescue them. If only I had a rig or something, that would make life a whole lot easier.

Is there no one left who can help me?
Has the level just become impossible because of the patches to the game, perhaps? Or is it all just in my imagination?

As I recall, some missions were made much more difficult once the game is patched. Not sure if Croatia is one of them, you'll just have to keep experimenting.
Here's a quote from a couple of years ago which explains how I completed this mission then:

Once the MCV appears on the map and gets stuck, I start mounting up a force to take out one of the Nod bases. I usually go for the infantry base, but I know some people choose to go for the vehicle base instead.
Build up several APCs filled with Riflemen and rocket guys, and a small group of engineers, then drive the APCs carefully over to the infantry base. You should be able to destroy all their defences fairly easily, then bring in the engineers when the coast is clear. Capture all the structures, and you've got a fully working Nod base, with the ability to build Air towers, refineries and whatever else you like.
Then you can either go for the Tank base, or go rescue your MCV. With such a large and powerful force, there should be little to stop you from moving your MCV back to your base. Split your units so that some are in front and some are behind your MCV, since enemies can appear from both sides.

catch the base to the east and build turrets by the main base
send 6 predators and 3 apc's with rocket squads in them +a few engineers after there defences are down MAKE SURE YOU CAPTURE THE CONSTRUCTION YARD!!!
