Its based on a real city somewhere. Don't know how closely based it is, whether they changed the name of the city for the game etc, someone else will clarify. It can't be from MGS3 tho as it was 50 years different in MGS time.

Ahaha, yea, act 2 looks somewhat like the mountaneous area in mgs 3.
But its not the same, because act 2 is in south america.

I think he does mean Act 3, because it's set in Eastern Europe. But it doesn't specify the city, so I have no idea if the city was in Russia or outside of it. But it's the same part of Europe.

I'm fairly sure its in the Czechoslovak area, as in the credits they thank people that did research there, mainly photography.
