Yeah I think so. I dunno if this is stern but I received an e-mail from him saying Niko and him are friends and they should hang out.

Like Trendy 11 said, he'll send you an e-mail which you will have to reply to in order to hang out with him. Until then he wont answer his phone either.

Ok, I'm bumping this because I'm having trouble with hanging out with Dwayne as well. I've had him call me once saying he thought I phoned him while he was in the shower. When I select his name on the phone it automatically phones him without any options and gets me to his "Don't know why I'm doing this, you're all fake" answering machine.
Now everyone seems to have their problem solved with the e-mail. I don't. My e-mail is not full of messages but I have not received an e-mail from him, and I'm at the point in the story where Bernie wants me to meet him at some pier and I can go do the "Choose Francis or Derrick" mission (If you know what I mean).
Can anyone help?

You probably picked Playboy X and killed him, or you are back a few missions.

That's great and all, but I am very aware that I popped one right between Playboy's eyes. Dwayne told me we should be friends on the phone, but now I always get his answering machine, AND he did call me once about the shower thing.
Don't think I'm so daft that I'd call a dead man, who I would have killed myself, to try and be friends with him.
Thanks anyways, but still, anyone else have anything to help?

Well I guess that's all I can do now, just complete missions and keep checking my e-mail. I'm supposed to meet Bernie at the Pier, and do the mission where Francis want me to "have a look" over his sit down with his brother.

Did you find his ex-girlfriend on the radar(her name won't be labeled, you'll find her from another marking) and do that mission for her? After that he'll call you and ask what's up.

I did that a while ago, I beat the crap out of her new boyfriend and she wished me well. No luck with Dwayne though.
