Bear in mind that most 1st-tier units only have 15 points of skill capacity, minus 5 for Shove. That's 10 capacity, and Paragon takes up 15.
For the first part of the game, the only candidates seem to be Micaiah (who has 20 capacity for some reason), and your heron, Rafiel.
Second-tier units can use Paragon as well, but don't. They're strong enough as is, for now.

I've found it most useful to throw it on Micaiah in the first part. Once I have more units that can use it, I give it to whoever is at a low level/I want to raise. Once I get to Part Four I always try to have Paragon on one person in each convoy. Seems to work best for me.

Micaiah might be your best bet. Don't save right after you use it, though. I'd check if you can remove it and keep it as a scroll so you can do that when you rerecruit her for someone who actually needs it.

She isn't that horrible, she just comes at a low level. And her speed is very good and her defense is low.

Well, I haven't actually gotten her to third-tier in any files; however, until part 4, the DB only has Tauroneo and BK for Defense. Meg at 20/5+ has pretty good Defense and decent Speed. Now, I'm guessing her stat leads start to fall as she gets to 20/20/1X and those third-tier General dudes (I forgot what they're called >_<) start being bad because they can't double well. However, I'd say her Speed growth and her moderate base Defense actually make her a pretty decent General/third-tier General dude.

I wouldn't say her speed is uber, it's just pretty good for a knight.
But don't use paragon on her regardless.
