A wild Horsea or Bagon might hold one!

Yes, but they are extremely rare on Bagon and Horsea. I'm guessing you want to get Kingdra.

t ook mea few hours to find a bagon with one but it paid off now that i have a kingdra

yeah i am trying to get a kingdra, but which one is it easier to get it from bagon or horsea?

Well, I guess it's totally random.
I caught 6 Bagons in the Meteor Cave <I know where it is!>
and I just caught alot of them so I can find the perfect nature for Bagon. Anyway, one of them held the Dragon Scale! I didnt need it, but I have a feeling that I will need Kingdra.
