for those who are having trouble making and keeping enough friends for the high level jobs, and don't mind cheating, one thing I discovered is that no matter how long you board a pet, your friendship never goes down. So buy a pet, make it your best friends, take it to town and board it for an extended time at the kennel, repeat with as many pets as you need friends, use the cheat gnome for money when needed, and when they come home take them right back... instant and perpetual friends

If you limit your self to two or maybe three Pets and keep them at home, they are always your friends anyway.
Instead of trying this idea, I use a swing and go to the Town Square with it, if you get on the swing with another Sim you can make friends with them very easy while you other Sim does something else.

During daylight hours it is a good place to meet a lot of Sims and it is really easy to make friends using the swing.
Going to the Town Square is the easiest way to make and keep friends for me.

Also, the time at your home and the Town Square time are different - it could be 3am at the Town Square but when you go home the time will be exactly as it was when you left. So you can make friends at the Town Square for most of the day, and then go home and wait for random visitors or ring somebody up. Getting relationships to 100 means you can wait AGES before having to see them again. Try bringing multiple swings to the Town Square so you can keep swapping, and then you can go back to the first person when whoever you were making friends with has finally left. Or you could just keep going to the Town Square and back.
