Subject: 7th party board in MP8?

turn to page 11 of the MP8 instruction manual.
under 'stage features' it shows a party board i've never seen...looks like it may be the carnival itself...it also has a smaller picture of the same board under it which shows a star on a space which to me means it is a playable board.
does anyone know what this is or how to play it?

That board isn't playable. I think it's the board shown when you choose to see the rules of the game.
