All over there are patches of hard dry earth, with stuff underneath them - but I can't dig to them.
Is there a way of restoring it to normal green ground? I thought the water power would do it, but no such luck.

the digging technique can be bought at one of the old man's many places, this one is outside of Sei-an City. You have to swim to it, and use a lily pad to jump up to it, so good luck
