My best bet is to go through the whole game and unlock them down the track. Beat spirits in WC mode 5 times in a process of 5-10 duelists, open stone challenges, win the Level 1,2 & 3 Tournaments in WC mode 5 times each and enter the new worlds will unlock the booster packs instantly.
