Almost nobody plays Vegas 1 anymore. If you just want the storyline to have Vegas 2 make more sense, I suggest renting it. The same thing applies to GRAW 1 if you're planning on getting GRAW 2.
GRAW 2 is fairly old. You can probably get Vegas 2 and GRAW 2 at the same time, seeing as GRAW 2 is going to be cheaper.

I'd echo the post above.
Get either Vegas 2 (more closed maps with more rooms and cover so SHOULD be more tactical) or GRAW 2 (more open maps)
