I found the first four ghost characters and then I couldn't find the others.

They appear randomly during game play. Like any other NPC they show'll show up eventually and more often once you beat the final boss.
If I'm thinking of the same characters you are (as it's beena while since I'v played, I may be confused)...

I found BT Crim and two others I can't name off the top of my head and then i couldn't find the rest.
