We got ourselves a release date from RPGfan:

Sega will release Sakura Taisen V: Saraba Itoshiki Hito yo for PlayStation 2 in Japan on July 7th. The newest addition to Ouji Hiroi's popular love adventure/strategy RPG hybrid will be available for 7,800 yen ($72.43 US).
No word on a US date, looks grim actually.
