In my own personal opinion, that would be Yiazmat. The last Mark. Worse then the Hell Wyrm and more than 20 times the size of your characters, he can, and will, knock people out in one hit if you're not careful. It's a fight that can last more than 20 hours. Thank goodness you don't have to do it all in one sitting.

Try a lvl. 99 Yiazmat. Let's see Yiazmat is Lv. 73, he would have 77 strength. Impossible to defeat.

Yiazmat took me 19 hours.....but I did beat him with my bare hands and with no armour on.

Omega is by far the strongest monster in FFXII, originally.
But Lv. 99 Wild Saurian and the Mantis family can deal 9999 damage with each hit.

Actually, there is an undead rare monster that gave me a lot of trouble in the mines... forgot its name though.
But aside from that, Yiazmat is the most difficult. Even if your characters each hit for 6000+ damage per hit, especially since damage is halved at the midpoint of the fight, it will still take up a good amount of time.
And Zodiark was a pushover.
