If you get a World Pass for the server you want to go to, you'll go to that server.
Otherwise, the server is chosen randomly.

From what I've heard, you are auto-put in the server that has the lowest number of players, SE's way of balancing the servers.

Well, for reference, your Content ID is set to a server, so the server your on won't change by keep making and deleting accounts.

Thanks to a new updates you can now choose which server you want to play on aswell as migrate some characters to another server.
