you have to shoot the guy 4 times not just "catch" him. I'm still trying to get through it but that's what I read atleast.

To catch him shoot him on the second set of pipes you chase him across. Shoot him as many times as you can on every pipe after that. Only attempt to shoot him on the pipes.
