your governing attributes have to be over 100, via enchanted armor and whatnot. then you can train the skill with the 100+ governing attribute infintely over 100. the skill's stat won't increase, but you will still level up.
and for god's sake, don't lick the moldy wallpaper.

I have a question about my character. He's level 69 and pretty powerful and the head of every guild possible in the regular morrowind version. Is this too much to take into Tribunal and Bloodmoon? Will it be no fun because he is so ultra powerful in the game?

change the dificult to +100 and play tribunal and bloodmoon

well sad to say it but my character is pretty ultimate lvl 139 now but anyway since i dont have xbox version its easy to get the game harder and you should be able to change the difficulty in the xbox version. If there is an options screen go to that.

To change the difficulty on the Xbox Version press start, Go to the options screen, the first thing on the options screen is the difficuly slider.
