What's the quickest way to level up to 99 for both Mario and Luigi in this game?

By fighting as much enemies as possible in Joke's End or Bowser's Castle. You can revive the enemies again by going back to Beanbean town every time you get rid of them. (and I mean Beanbean town, not the Beanbean fields around it)
Gwarhar Lagoon also works too, even though not as much.
