where do you get the good rod from?
and also , if you have a super rod , can you catch good rod pokemon with it as well or not?

You get the Good Rod in the house next to the Warden's in Fuschia City. As for your second question, I dunno.

Yes, you can even catch better ones at higher levers. I believe you catch level 40 pokemon with a super rod.
