Shiny pokemon can be found anywhere, so there is a chance that you can spot on in the safari zone.

-- I have also not encountered a shiny on my Ruby version, after playing 1941 hours on it. So your game time doesn't effect your shiny finding possibility.

Save before you battle Mewtwo. When you go to battle him and it's not shiny, just restart the game and try again. This may take a VERY long time though...

You mean start over from the very beginning or just before you battle him?
And btw, any tips? I have a bunch of nice strong pokemon that do nice strong staatus effects but nothing seems to work...

Okay I've heard that if you Hold down L and R right before you ancounter Groundon it guaranties it will be a shiny
Is it true?
