I just dont understand them. I cant even connect them to an on ramp. How does it work? Details please.

To make an on-ramp, there needs to be a clear area of three tiles along the highway to one side, and this has to lead to a road. The road you connect the on-ramp to should be going under the highway or directly next to it.
