As a kid I read a story in Sonic The Comic (and a book called Stay Sonic) explaining that Sonic get's his speed from his shoes. He was very fast without them, but it was the shoes that were created by Dr. Kintobor that allowed him to run 100s of times faster.
But I guess it depends on what version of Sonic you like to follow

Asking this is like asking how Tails can fly and swim. He runs fast because that's how the creators made him.

Tails can fly because he spins his tails like a helicopter's blades. Quite how he learnt this I don't think we'll know

Who knows why he runs fast. Maybe it was just a power he got. Maybe its his shoes but, I doubt it.

You people don't see to get english correct here. The question reads WHY does Sonic run so fast, not how does he run so fast. Different questions. So I shall give my answer.
Why does he run so fast? If you had a bunch of robots and a fat guy shaped like an egg chasing after your ass, you'd run fast too!
