I don't believe Super Sonic is in Sonic 1. I think he only comes about in Sonic 2.

Yes, all it does is change the ending screen from Robotnik juggling the emeralds, to Robotnik looking rather pissed off because he couldn't get them.

Fun Fact: It is not possible to get Chaos Emeralds in the Scrap Brain Zone. The 50-ring does not appear in any of the acts.
