Did you equip it? By outside, do you mean outside outside or the cold warehouse where you encounter Raven?
To make it hot go for where the foundry-like area is.

I went to where I fought Raven, took out the key, and walked for a while, to no avail.

It's outside then. Been to long since I played the game. Should be something cued off of codec calls as well if memory serves.

I just had to stand in there for a while, I beat the game a few minutes ago...I always get sad at the end.
