When setting up the game for play only 8 of the 12 players show up that I can select from. The other player picture boxes have a question mark in them and cannot be seleced. The missing players are Ness, Captain Falcon, Shooty Pie and Luigi.

What's the question? How to access those characters? They have to be unlocked first. See here for how to unlock them.

The hardest to unlock was Ness for me

None of them were hard to unlock for me. Although Luigi probably took the most time to unlock.
